The real issue is that cyclists are forced to share paths with walkers and runners.

Ban cars, hand roads over to cyclists, the 'non-problem' disappears.

Usually they are indeed wider than the preexisting sidewalks (footpaths) at least. And they have different markings from a sidewalk. Still not as good as dedicated infrastructure but better than a sharrow.

It’s certainly a problem I’ve experienced a bunch of times since shared paths started becoming more common in my area.
