Email sent to the address as it was when the pet registration was last renewed, and not to the current address on the Service Ottawa profile.

People change emails for reasons. Often because they don't have access to the old one.

They confirmed me that I have my new email address on my file.

Had the same issue. Took a couple of weeks but the city actually corrected the problem. When they want money from you they’ll work it out fast.
