Neither the Danish nor the Greenlandic government can refuse the request easily, as this would challenge the treaty (last reaffirmed by Rumsfeld, back in his days). This is in fact a good thing, as this means there is no national security argument for the US to invade Greenland. If they want more bases, they can just put them there.
